I think both these stocks are on sale right now, any thoughts out there.

I can't really sea a reason for any major legislation or
margin reduction, and I'd say it is still a great bargain at the current price.

I don't know... can't really hope on this wagon with ITGURU..
I agree that this field in general is a very interesting one. As the US and European Baby Boomers move into retirement homes.. this is turning out to be huge business with a strong future for the next 30 years (increase in life expectancy helps even more!)
But being in a good sector isn't enough for my portfolio..
UNH have a very poor annual revenue growth of 3.2%
HWAY are even worse with a return on equity of 12% and cash / debt of 40 / 278 million.. all this on a small cap company.... and at this aspect I like United Health better, but can't find a compelling enough reason to invest.
